The festival began in 1994 as an effort to boost the regional economy affected by drought, with good results.

It was held again in 1995, and later fixed to be held every two years, held on the third Saturday in February, in addition to the warm-up activities, the official festival lasts for about a week, attracting more than 20,000 visitors each year.
