In my case, db_is_active returns true, and I even checked what was going on in db_connect... Kept the new settings.php to reflect the new database - database is being seen and site is showing if I rename my modules folder - seems that there is something awry That got me to a point where the site at least worked. Today I was performing updates form 6.20 to 6.22 and ran into this problem.

I cleared the database and ran the installation again and it resolved the issue. That call is only made if either of these fails in line 428: db_is_active() && !defined('MAINTENANCE_MODE').
