Thanks for the hint ! vBulletin 2000 - 2016, Jelsoft Enterprises Ltd. So I moved the file into /var/www/html but I kept getting a 403 Forbidden Error. I also found that you can use setsebool -P httpd_can_network_connect 1 to achieve the same result without totally disabling the protective qualities of SELinux.
