I think it is because modalframe does not get installed but somehow modules dependent on it does. I added and enabled ctools (1.8) manually in the db and it was solved. What difference does it give you between PHP 5.2 and PHP 5.3? I did some quick testing in PHP 5.2 and it appeared to work properly.
