I was experiencing the EXACT same issue, and got to the exact same point. finished. I think this issue is some kind of special brick for HTC Ones going by what @piftoffpenguin is saying about it being a battery failure that starts it. Then put whatever ROM u want on the sdcard partition, then flash it.
