It appears that I took the long way to get the results. I am able to extract the mailboxes to psts in order to load them into a new database however I can't find a way to delete the old as exchange still but can remove the old datastore.. A few minutes ago the the ContentIndexState is Failed nd the MSExchangeFastSearch service is restarted.

What command do I use to remove the last database that house the arbitration mailboxes? So you can't get to OWA? We are just going back to Exchange 2007, which works fine. What exactly is wrong with the engineers at Microsoft anyway?

Did what you said and now they are all failed. Any additional ideas? I can make them disappear by setting explicit DC to use / scope to DC, but I wonder why doesn't it work using default values? After deleting the guid folder and stopping and starting the service, i cannot get to recreate the index folder.
